(PRBuzz.com) January 29, 2013 -- Various Ministers stepped up pressures on Whitehall senior civil servants recently, as they published the personal objectives of 15 permanent secretaries, as well as Cabinet secretary, Sir Jeremy Heywood, and other civil servicemen such as Sir Bob Kerslake.
Cabinet office minister, Francis Maude, stated that all the permanent secretaries were subject to reviews per year, and for the first time the formal input from ministers on their performances would be included.
The individual objective of said secretaries are not one in the same with the wider department and plans, and are designed specifically to show areas where such secretaries are expected to dedicate energies.
Maude stated that the proposal was not part of the contractual model between servants and ministers, but that it would be a tool to increase transparency and linking actual performance to pay.
Kerslake stated that the reports would not be published, however.
Maude published information on the operational and commercial experience of the secretaries from each of the main departments. According to the publishing, nearly a quarter had what were considered high-level operational and commercial experience prior to respective appointments.
Maude noted that he could seek to ensure that half of new appointees would meet proper requirements of sufficient levels before being entered as permanent secretary of any sector.
Maude also noted that he preferred ministers to have a choice when it came to choosing potential permanent secretaries: "I don't think there is any deep-seated principle that if a minister is given a choice that in some way imperils it being fair and open appointment on the basis of merit".
Kerslake did accept that Whitehall had gone down the wrong direction in terms of women working within the department, as the publication suggested.
