There is no tradition in Belarus of smoking of pipe or RYO tobacco. Until the prices of cigarettes are relatively low in Belarus, the consumption of RYO and pipe tobacco, excluding water-pipe tobacco will be hampered by remaining high sales of cigarettes. Another situation is with water-pipe tobacco, which cannot be substituted by cigarettes. Over the review period as a whole there was increasing interest in smoking of water pipe tobacco in Belarus. Water-pipe tobacco shares the major portion of sales in all smoking tobacco in volume terms. In 2013, of the 13.4 tonnes of smoking tobacco sold in Belarus, 8.3 tonnes, or 62%, was water pipe tobacco. In the same year the share of water pipe tobacco as a proportion of total volume sales of pipe tobacco was 79%.

Competitive Landscape
Domestic companies do not produce smoking tobacco. All products are imported. Before 1 January 2008 only one company, DelfiDealing, specialised in the import and distribution of smoking tobacco. However, legislation for all tobacco imports changed from 1 January 2008, when the state monopoly for all tobacco imports was implemented. Since that date all imports of smoking tobacco were carried out by just one company Belarustorg RUE, while DelfiDealing continues to distribute the products.
Industry Prospects
Over the forecast period the segment is predicted to grow by a 7% CAGR in volume terms. Growth will be supported by the still low base and still low penetration of smoking tobacco in Belarus, as well as growing interest in smoking water-pipe tobacco. For this reason the growth of pipe tobacco is expected to be higher, with a 7% CAGR in volume terms over the forecast period, while the growth in RYO tobacco is expected to be 6%. The greater proportion of sales will still belong to pipe tobacco.
