“This is essentially the 21st century humans rights issue immigrants and in particular Latinos in the United States,” said Mr. Clark Ortiz.   “When I was a child I witness a dead body being moved along the US-Mexico border.  It’s an image that has stayed with me all this years and now the border is playing a major role in this year’s presidential election,” added Mr. Ortiz.
 
The United States and Mexico share a mutual investment in security and prosperity.  The bilateral economic relationship between our two countries is huge:  two-way trade topped $500 billion in 2014, with 80 percent of that crossing the U.S.-Mexico land border.  Our integrated economic relationship supports thousands of jobs in both countries. Hundreds of thousands of people legally cross our border each day. Mexico remains the top foreign destination for travelers from the United States. In fact, the U.S. Department of State estimates that on any given day there are 1.5 million American citizens in Mexico.
 
The time has come for to embrace the building of a wall along side the entire United States and Mexico border.  It’s the new human rights issue immigrants face today. 
 
The U.S. Customs and Border Protection continues its efforts to secure the border, however while the number of people attempting to illegally cross the U.S.-Mexico border has gone down, the number of migrants dying during the trek through the mostly desert region has not. 
 
According to the United States Border Patrol, 5,595 people died crossing the U.S.-Mexico border between the years of 1998 and 2012.   “We have too many people dying trying to cross the border and it’s a number that will continue to increase, unless we create a wall that will stop illegal immigration,” said Mr. Ortiz.
 
It’s not surprising that immigrants are being taken advantage while trying to cross the border.  It has become a multi-billion industry charging thousands of dollars to cross people over.  “In the meantime folks have died, women have been raped, and children are being left to cross the border along and we are not doing everything necessary to stop it,” added Mr. Ortiz.
 
According to the Federal Bureau of Investigation, it is estimated that approximately $18-39 billion dollars annually is moved from the interior of the U.S. to the Southwest border on behalf of Mexican and Colombian drug trafficking organizations. Thus, billions of U.S. dollars are sent back to Mexico annually. From the Mexican perspective, the flow of vast sums of money engenders corruption. The strategic consequence of the continuous seeping of illicit proceeds into the Mexican economy discourages the long-term growth of indeed even the incentive to sustain legitimate businesses and institutions. For all of these reasons, the U.S. and Mexican governments share the responsibility to defeat the threat of drug trafficking.
 
The lawlessness is a direct result of drug cartels operating in Mexico evolving into massive criminal organizations. These cartels have expanded their operations into kidnapping, extortion, and murder. Unfortunately, this is not new news. It has been going on for some time. According to the National Border Patrol Council, “The official death toll from cartel violence in Mexico is 60,000. However, the unofficial death toll in Mexico is over 120,000 killed and another 27,000 missing or presumed dead.’’  Mexico ranked 103rd out of 175 countries in Transparency International’s Corruption Perceptions Index, which ranks countries and terrorists based on how corrupt their public sector is perceived to be. It’s in company of Algeria, China, Bolivia, Moldova, and Niger.  According to the Institute for Economics and Peace ranking of countries from least to most violent, Mexico was 144 out of 162 countries surveyed, being similar to Lebanon and Colombia and others in terms of violence in 2015.
 
Much of the illegal activity and associated violence on the Southwest border is interrelated given the well-documented link between drug trafficking and human smuggling/trafficking organizations.

Excessive violence by the cartels is a national security problem for Mexico, and—as our close neighbor and political ally—presents high stakes for the United States. In the past year, U.S. intelligence and law enforcement agencies have worked diligently to reach a consensus view on “spillover” violence and on U.S. vulnerability to the Mexican cartels’ violent tactics. These discussions required the interagency to define “spillover” in practical terms. As agreed to by the interagency community, spillover violence entails deliberate, planned attacks by the cartels on U.S. assets, including civilian, military, or law enforcement officials, innocent U.S. citizens, or physical institutions such as government buildings, consulates, or businesses. This definition does not include trafficker on trafficker violence, whether perpetrated in Mexico or the U.S.

Spillover violence is a complicated issue. It is crucial, in order to address the problem with the appropriate programs, resources, and operations, that we understand the difference between the intentional targeting of innocent civilians in the United States, or official U.S. government interests in Mexico or the United States, and actions that are characteristic of violent drug culture, such as the killing of an individual who owes a drug debt to the organization. Certain isolated incidents in the United States, such as the torture by a Mexican trafficker of a Dominican drug customer in Atlanta, are frightening, but do not represent a dramatic departure from the violence that has always been associated with the drug trade.

“I am a strong supporter of working with the administration and Congress towards a solution for the millions of undocumented living in the United States, however, it is critical that we must first solve the solution of stopping illegal immigration along the border,” said Mr. Ortiz, “Some will argue that a wall will not completely stop illegal immigration, however, I believe that erecting and completing the wall will make it a whole lot easier to prevent folks from dying and will restrict the drug cartels to bring drugs into this country by use of the backs of those crossing illegally,” ended Mr. Ortiz.
